The Map is the Document
Just a thought: When using a data-centric web application the web page is perceived to be the document. When using a map-centric web application the map is perceived to be the document. Therefore, when browsing the map it is reasonable for the user to expect to be able to pan and zoom around the the map without the web page refreshing.
